I've been playing in RF servers for a while now, though i failed to make a reputation like most of you guys have.

Anyway, I want to play here. Question is, what do i have to do to get IP unblocked aside from PMing cloud? I PMed him, and ever since he's been on and off without giving me any reply. Does it mean I'm ineligible for IP range-ban exception?

prolly just need to be patient, and if you don't hear back within a day or so send another and be 'nice' in it so hopefully he unblocks ya

Also, my IP addres changes every time I restart my router. Is that the problem? I maybe in range with a hacker?

you may wish to contact your ISP and ask them give you a static IP address.

He can prolly unblock your ip block just send him your IP and make sure you let him know that it isn't static and see if he can help you out
